Summer Youth Support Staff
Reports to: Emma Page, Summer Youth Program Manager
Summary/Objective
The VABIR Summer Youth Support Staff provides supports for youth participating in the Summer Career Exploration Program. These youth need intensive on and off-site support to gain and maintain success at the work experience. The support staff will provide in-person job site training for consumers who require intensive on the job support and some offsite preparation for employment as defined below.
Duties and Responsibilities
• Provide time limited on-site support for youth in education and or training settings
• Provide direct, one to one, support at job specific trainings
• Provide tutoring or coaching at workshops or classes.
• Provide hands on job training and job coaching in a workplace to help the consumer become fully independent.
• Provide periodic check ins to ensure the consumer is sustaining the required level of performance for an agreed amount of time.
• Write weekly case notes and communicate efficiently with the VABIR/ HireAbility team.
Work Environment
Duties are performed in a variety of office settings statewide. Travel to consumer job sites requires that private means of transportation be available. The work schedule will vary based on the number of consumers served and their specific training needs. The Summer Youth Program Manager ad the local VABIR/HireAbility team will determine how many hours employee will work.
Qualifications/Competencies
Minimum of a high school diploma and one-year work experience in customer service, human services or related fields requiring considerable personal interactions. Experience working with individuals with disabilities is preferred.
• Ability to respond to challenges effectively and quickly, while maintaining a professional and calm demeanor.
• Ability to analyze needs situations of people with disadvantages and to respond appropriately.
• Ability to establish and maintain effective working relationships with coworkers and employers.
• Ability to communicate effectively, both orally and in writing.

Summer Youth Teacher
Reports to: Emma Page, Summer Youth Project Supervisor
Summary/Objective
The VABIR Summer Youth Teacher provides classroom training to the students participating in the Summer Career Exploration Program. This training will be taught from the Careers Clic TIPS curriculum. Teacher will be teaching TIPS coursework between 2 and 5 hours per week depending on the district office to support work skills.
Duties and Responsibilities
• The SCEP teacher will deliver comprehensive instruction using Careers Clic – Curriculum to help students develop knowledge, skills, attitudes, and work habits so they can move successfully into the world of work. • The SCEP teacher will manage a diverse classroom of approx. 10-20 students, ages 14-21 and will differentiate instruction to accommodate different grade levels, learning styles, and disabilities. • Perform quality work within deadlines with or without direct supervision • Provide training curriculum from Careers Clic – TIPS program as established by local HireAbility/VABIR SCEP team • Will complete Careers Clic – Tips training session prior to the start of SCEP program start. • Provide tutoring or coaching at workshops or classes to assist students with meaningful reflection on skills and work habits within their individual work placement.
• Encourage student engagement and interaction in classroom.
• Provide periodic check ins to ensure the student is gaining the knowledge of lessons
• Work closely with Youth Employment Specialist, Transition counselors, Business Account Manager, Employers, and Summer Support staff to keep students engaged, Content relevant to current worksite issues, assess individual student needs, & support student growth.
• Work effectively as a team contributor on all assignments and effectively communicating and collaborating with Employers, Team members and Students.
• Maintain regular and punctual attendance.
• Always maintain a high level of professionalism and conduct business in an ethical manner.
Work Environment
Duties are performed in a classroom setting (In person or Virtual depending on the district office & COVID protocols). Class will be comprised of students aged 14-21 who are on an IEP or 504 and qualify for VR services. No minimum number of hours will be guaranteed without approval of the Summer Youth Program Manager. The Summer Youth Program Supervisor will determine how many hours employee will work.

Employment Consultant

Basic Function

The VABIR Employment Consultant (EC) is responsible for job search activities, employer outreach, and services to job seekers with disability, social, economic and/or other barriers to employment.   The EC performs work in offices and communities where VABIR employment services are provided.

The position collaborates and works locally as a team with other VABIR EC’s and staff from partner organizations. The position informs and consults with the Supervisory EC and/or Program Manager related to customer, partner, job seeker and business needs or concerns as necessary.

 

Duties and Responsibilities

  • Implement VABIR’s vision and mission
  • Maintain a caseload to provide job search and preparation activities to job seekers including retention and follow up services
  • Outreach to employers to understand labor market needs, job openings and employer hiring practices
  • Understand the needs of employers and job seekers for effective job match
  • Effectively utilizes job search and placement tools and resources to assist job seekers with their employment goals (progressive employment, community service placements, group activities, etc.)
  • Assist in development of job seeker resumes, interviewing and job seeking skills
  • Collaborate with referral source to coordinate job placement supports (job coaches, interpreters, readers, etc.) as needed
  • Collaborate with local EC and Creative Workforce Solutions (CWS) team members related to job search activities
  • Serves as liaison with State of Vermont and/or other organizations
  • Develop and maintain professional relationships with team members, partners, job seekers and employers
  • Maintains a professional appearance as a representative of VABIR with partners, businesses and as a model to job seekers
  • Maintain accessibility and effective communication with partners, job seekers and employers
  • Maintain accountability to local office teams and job seekers related to work activities, schedules and work assignments
  • Documents job seeker work activities and provides timely case notes to referral sources
  • Meets with referral source to review shared cases a minimum of 1 time per month
  • Implements best practices in caseload management and service delivery
  • Timely data entry in Client Tracking Tool (CTT) and Salesforce
  • Accountable for EC performance measures and outcomes
  • Participates in continuous improvement activities in local office and VABIR
  • Participate in staff, CWS and other meetings as appropriate
  • May attend business functions and meetings sponsored by local business organizations
  • Other duties as required

 

Work Environment

Duties are performed in an office setting and local communities where contracted services are provided. Reliable transportation needed to perform essential functions of the position. Travel required for employer outreach, attend meetings and to respond to customer needs.   Some work outside of the normal work schedule may be required.

Social Security Specialist

Basic Function

To assist referrals from various agencies in applying for social security benefits

Duties and Responsibilities

  • Take referrals from Vocational Rehabilitation/Reach Up (VR/RU) Counselors, general VR Counselors, Corrections, or Economic Services for those receiving General Assistance.
  • Meet with applicant to fill out all relevant Social Security Administration (SSA) paperwork and collect additional information as needed.
  • Assist applicant in phone or in-person interview at the local SSA office.
  • Submit application through the on-line process.
  • Follow up with SSA and Disability Determination Services (DDS) about the status of the application and to ensure that any additional information is provided.
  • Assist applicant in filing the first level of appeal within the time frame required.
  • Provide applicant with list of potential representatives for the second level of appeal, if needed.
  • Maintain regular contact with the applicant and follow the application process until there is a successful outcome or the individual terminates the process.
  • Notify referral source of outcomes of SSA applications and write relevant case notes for the file.
  • Assist successful SSI/SSDI applicants to arrange a meeting with VR Benefits Counselors.
  •  Update Social Security Application Assistance database regularly, and at a minimum once per week.
  • Attend Social Security Specialist staff meetings.

Requirements

  • Specialist will travel to all district offices within the region and learn appropriate resources and contacts in each area.
  •  Home visits may be necessary for those who have limited or no transportation or who have severe disabilities.
  •  Specialist will work 20 – 24 hours per week with flexible hours.
  • Specialist may be required to transport clients to appointments or to a Social Security Office.
  • Specialist may need to follow special procedures for those who are incarcerated and may have to meet with the offender if released prior to completion of the Social Security Process.

Youth Employment Specialist (YES)

Basic Function

Summary/Objective

The VABIR Youth Employment Specialist (YES) is responsible for providing a progression of services related to work preparation and work-based transition services for in-school youth with disabilities. Work preparation may include individual or a combination of services such as career exploration to individuals or groups, job search preparation and skill training, practice interviewing or resume writing. Work-based services may include employer outreach to arrange work experiences, internships, apprenticeships and/or job placement.  Work is performed in local high schools, offices and communities where VABIR employment services are provided.

The position collaborates and works locally as a team with the VocRehab Transition Counselor, VABIR staff and other youth providers. The position informs and consults with the Supervisory EC and/or Program Manager related to customer, partner, job seeker and business needs or concerns as necessary.
